The homeschool publishing industry, along with thousands of other publishers and manufacturers (even including mom & pop home businesses) producing products for children ages 12 and under are currently dealing with an ominous new challenge: The Consumer Product Safety Improvement Act (CPSIA) enacted by Congress in August 2008, has blindsided industries producing products for use by children with the implementation of stiff safety standards on all children’s products and huge penalties for not complying with the new law. It has left many publishers, retailers and industry groups scrambling to interpret the law and determine what kinds of compliance will be required, and at what cost.
CPSIA covers not just playthings and apparel items, but all consumer products intended for use by children 12 and under. That includes books, audiobooks, CDs, DVDs and sidelines, no matter where they are manufactured - even though most books and CDs have lead levels already well below the Act’s most stringent safety standards. When this law takes effect on February 9, 2009, each and every product sold in the USA for use by children age 12 & under MUST be tested and certified as lead and phthalates free. (If you haven't heard about this draconian law yet, believe me you will...Yes, we are aware that thrift stores and resellers have been given somewhat of a reprieve from this new law, but PUBLISHERS and MANUFACTURERS are still very much "under the gun" and must comply or face huge fines.)
